I have a P5E board, Q6600 cpu at stock, with an zalman 9700, and 4 gigs G.Skill 1000 ddr2 ram. And a 700 watt OCZ power supply. The OS is Vista 64. The problem I am having is on cold boots. It just won't cold boot. I have to turn off the power supply for few seconds, then hit start, and everything is fine. As long as it is warm, it will boot just fine.

When I try and cold boot it, the fans come on, the light comes on, but no video, and it just sits there. I mem-*test*-('")ed the ram overnight, tried just one stick of ram. Changed power supply to another OCZ that I have. Reseated the cpu and cooler, along with the video card. I'm running out of ideas. I have read on other forums that this is not an isolated problem, as others have the same problem. I'm just wondering if anyone has any solutions.

I also went from the 502 bios to the 601 and still no cold boot, so that didn't help. When it's warm it runs great, but it is getting to be a pain turning it off in the back.

I am 99% certain that you have a power supply problem. Try pulling two sticks of RAM and see if the problem goes away. If it does, then you should look at replacing that power supply with something a little beefier. Even if the problem persists, you may still have a power problem. Try a light weight video card with two sticks of RAM and see if it boots cleanly and consistently.
